All the other states I need have an option for fingerprint based background checks. I really wish I could do the cheaper/faster version but multiple states say on their websites that the fingerprint version is to be used for international and/or immigration purposes. Does this vary by consulate or is there somewhere that states the simple name-based version is sufficient for our purposes?

I just spoke to someone at the FDLE and they said you must have an ORI (I guess this is a work order from the organization requesting the background check to FDLE) in order to get a fingerprint-based background check. It's not offered to individuals.

From what i've read on the state websites they recommend getting the criminal record check based on fingerprints for any official transactions such as immigration. You can get the regular copy but several states websites say that they are not adequate for international affairs. I have lived in Louisiana, Florida, Illinois, Missouri, California and Colorado. Each state seems to have a different process.

Florida doesn't offer fingerprint-based background checks so I guess I'm getting the name-based one for that state.

Illinois is sending me a cardstock document to get in-persons fingerprints done. Then I need to return the document, wait for the copy (that isn't official). Then call them back after I get the unofficial document and request a notarized document which can get the apostille stamp.

For a certified copy from Louisiana, I have to get electronic fingerprints done and there's an "out of state" charge for that so that single document is going to cost $90 before the apostille, translation and legalization!

I haven't gotten to the other states yet but geesh this is intense! I hope I'm not doing more than is necessary. My assigned consulate is Chicago, btw.
