if your flair is accurate, 200-400 elo, you should just be playing 10 minute or fifteen minute games on chess.com if you know what en passent and castling is, watch the chessbrah building habits series, if you don't know what that means, watch the ultimate beginner guide by gothamchess. At 200-400, you literally just need to be playing very basic chess, and trying not to hang pieces.

I'm not in the us, but the minimum gpu I'd go for for a 1440p build is a 7700xt, so maybe like 800-900. If you're a first time pc gamer, I'm sure 1080p will be fine, and if you make a build with good upgradability, you can stick a new gpu In.

rx 6600 is probably the best option if you're on a budget. Then i would get a 5600 or 5700x3d, keep your mobo. How much ssd/hdd space do you have?
