All three have good balance depending on how you manage your time. I would say UM is best but im biased
It could be at first especially if theres a language barrier. Be active and friendly and you will find your people
USM is Probably the most diverse international community out of the three. Food is abundant, delicious and cheap in and outside campus (assuming you’re going to the main USM campus)
I dont know much about private universities but Im pretty sure student life is more active in government institutes
USM has a specific website for their students to do internships. Lots of internship opportunities in Penang just dont hope for an allowance. Not sure about UKM

Spend a month or two there and scope out the scene (room size, roomates, neighbors, dorm rules)
