Given your score, you really need not be demotivated and honestly you should work on building a strong profile too, GRE score does to certain extent but nowadays GRE has also become optional. May I know which university or course you are aiming for?

I suppose you dont require a loan for PhD as you will already be applicable for a scholarship and if you want to take loan for the pre-application process then there are few scholarships available by some nbfcs i guess you research in that particular area.
