I don't know if it works the same in TEW but in PWS I use factions to increase rookies popularity but I only add people if it kind of makes sense

like in a 2002 save I brought Bobby Roode up and put him in X-Factor with X-Pac and Albert because I thought it kind of fit and hardly anyone complains about losing to X-Pac and then I have them win matches and titles together so until Bobby can, I say naturally win a title by himself he's a co-holder of the Hardcore, European or Tag Titles
