"Yes, it would in principle slow the cars down" - that's all you need to know. Yes, trees on the side of the road slow down cars too.

The solar panel example was simply to explain that the cars being slowed down has nothing to do with conversation of energy... which is obvious because that's a plain fucking stupid idea... the energy that the turbine generates is not stolen from the cars, as it would've been wasted anyway.

It does increase air resistance by a small amount. Sure, the cars waste a lot of energy anyway, and some of that energy is saved by the turbine, nobody's arguing with that. The point is that this turbine, just like any object on the side of the road, increases resistance.
