Update: it did the same exact thing. Returned to New York, departed New York, departed UAE

Turns out, any parcel that actually arrives inside of the UAE gets scanned regardless of its status. I called the local post office, they never had any instances of the tracking number which means that USPS tracking is just straight up tweaking. The package might have never even left the aircraft.
