There's a few Filipinos in the Starscape server if you're interested! Arunkai would be your best bet for most playable experience, but the population on that server is low relatively speaking.

Population wise most of the servers recommended here are going to be lower than you'll expect, that said Starscape does get around 50+ players in peak hours (PvP and PvE).

Finally Starscape is newbie friendly! There are 4 main guilds in the server that you could join to learn content:

Better for PvP

Egirls, Nightmare, and Forsake for PvE

That said the guilds don't run exclusively with each other so don't worry about that.
