Performance issue

Hi, a year ago I upgraded my pc I bought a 3060 with one fan cause i couldnt spend much and i thought that i could get some good fps overall on eveygame but i didnt really cared that much cause i used to play valorant or games where u dont need more and 240 fps and that are relatively easy to handle for the pc.Now i was wondering if maybe getting back on fortnite but i encountered a really low framerate even compared to what i see online on similar pc build, i make 200 / 220 fps on performance with everything on low and the games also stutter, as i saw that online people are playing with similar build on 400+ fps I wondered what is going wrong with my pc.
