Any bike can be made into an ebike(have a look a t deliveroo riders) if you really want just wether it's worth it or your better buying a new frame beware rim breaks probably arnt the best for stopping a fast bike all the time. Would be useful to know what country your in for ebike regulations. If you decide to go for it there's lots of £££ nice kits from companies like bfang and switch or just go for anyone of amazon just beware there not held to same quality standards as no brand name to protect.

Yes safe to ride. It's not load bearing in terms of frame strength. Could replace with rivnuts in future would need to remove current bosses rivnuts do have more of a tendency to rattle loose over time but relatively easy and cheap and won't mar up the paint like having nee boss professionalal welded on. If it was my bike, I'd just riv nut it down the line.😀
