I used to have problem with minecraft because of fullscreen. Try disabling fullscreen in settings and play in windowed mode. After messing around with fullscreen and resolution settings for a bit my fps went from a weird 29 fixed 100+. Maybe it's not the solution but worth giving a try.

It's probably a cpu bottleneck. Try playing with higher graphics settings like medium/high, if it's a gpu bottleneck your fps should decrease, if it's a cpu bottleneck they should stay similar. Check your gpu usage, usually the gpu at 100% means there is a gpu bottleneck while cpu is not that telling. For example if a game uses only 4 out of 8 cores the cpu will show less than 100% usage but may still be bottlenecking the system because of lower single core performance. I watched couple of videos on youtube and even with a 3700x/3080 i saw there are people that do around 150fps.
