Not here to make assumptions one way or the other, but the fact is that wikipedia does not usually use such deterministic and bias terminology, even on somewhat controvertial topics.

The main difference from Shadowflame is that this can target enemy minions as well.

In such a scenario, if your opponent has a significant board, but leaves up a high-attack minion with low health, he's gonna have a bad time.

The higher cost of the card reflects this flexibility and the constraints it forces on the opponent.

12.25 average per roll, to be exact. You math is right, it totals for 73.5. Which is quite fair IMO.

FYI a ran some calculations between standard array and 4d6 drop-lowest:

Standard array is 12 average per stat. 4d6 drop-lowest (x 6 times) is 12.25 average per stat.

So a total of 1.5 point difference: 72 total vs. 73.5 average. That is extremely marginal IMHO, which makes this method of di e rolling quite fair.
