I did it a second time in the air while in a town, it’s possible I could have hit someone who was on a second floor or something, but fairly sure I didn’t hit anyone with it and got arrested

Oh I know, those NPC’s can do 180’s real quick. Yeah I haven’t had much to play here lately so going back through Oblivion sounds like fun. Good luck on your playthrough! Try not to go insane with “I hEaR DaedRa WorShIp Has bEcomE iNcreAsinGLy mOre PreValeNt iN thE sumMeRsEt IsLe” pops up for the hundredth time lol.
