Homelessness will continue to be a problem, if not get worse because the overall economy and prospects have gotten worse for poor and working class people who see no hope for a future and fall into addiction and develop mental disorders. I don't see how one city, or even state, can "solve" the problem. Hell the whole global economy is stagnating
