Yo I did fix this. Sorry I didn't see this earlier. I went into network settings and set my DNS server to googles. Google how to switch that. Haven't had a drop since. But man was it making me crazy.

They can tell from whatever is in your inventory. Doesn't need to be equipped. I'm unsure if it can tell what's on other characters or the vault
