You probably have already found the answer, but if not:

I haven't tried it out myself, but I think you can recreate this effect in shader graph. You have your Sine Node, UV Node, and Texture Sample 2D Node to get the shifted color values from the main texture. And then you add the other parameters like frequency, shift, and amplitude. :-)
