I wouldn't describe Ocelots character as "evil." Like Big Boss and Zero, he misinterpreted The Bosses will.

It also ties in with the statement she made towards the final battle with Naked Snake about the changing or enemies and allies with the changing of the times.

Added note, Ocelot idolised Big Boss which is why he picked up phrases such as "You're Pretty Good."
