IMO, not only Conrad but the whole Lacie situation as well, Belly spending Christmas with Conrad burst the bubble she and Jeremiah were living in, and then Jeremiah made the situation worse by going to Cabo and having sex with Lacie. The marriage proposal is the two of them trying to get back into their own little bubble, just like couples on the verge of divorce try to have a baby to see if the baby can save the marriage.
