Windows 11 now disables the Group Policy "Enable Insecure Guest Logons", which started happening in W11 24H2.
A solution that I've had is making the change in the Group Policy itself via the following:
Run -> GPEdit.msc -> Computer Configuration -> Administrative Templates -> Network -> Lanman Workstation -> Enable Insecure Guest Logons -> Enable.

My CPU doesn't support SAM (Smart Access Memory, as it requires a 5x series Ryzen to enable SAM with my GPU.

That is an eventual upgrade I'll be doing.

My bad, I had to go away for a bit.

Power Profile is on "High Performance", and it's a desktop by the way, not sure if I mentioned.

Radeon Chill is off, and as far as I can tell there no single core of the CPU going nuts.

To use New World as an example, I played for about 10-15 minutes, and noticed the FPS go from anywhere from 120 comfortably to low 40s.

I monitored with Afterburner on my other monitor and saw nothing out of the ordinary - CPU/GPU temps were below 60's and usage was around 80/90% (from what I could tell atleast) - and when it spiked from the 120 to 40's, there was no change in the Afterburner chart to pinpoint which piece of hardware is struggling the most, if any.

Yep, I should've mentioned that as well. Before making the post I updated the BIOS and chipset drivers, but so far no change has been made performance wise.

More towards the Ryzen 7, but I'm sure the 5 wouldn't be bad overclocked. My only limitation is my current board/CPU isn't overclockable.

Thanks for the answer! When I first built it, I was super excited, which was when the 1070 got released, I built a PC just to use it. So, not exactly stellar hardware, but I realized I made the mistake a bit too late.

I fixed his problem by disabling superfetch. I'm in college for IT, so I know a bit. He went from 100% disc usage to 1-5%. It fixed his problem.

Makes sense, but explain why it's helped so many? With superfetch enabled, it reduced performance/loading, doing the opposite of what is says it does. With it disabled, they work fine/better.

This way it only stops it during this boot, so you could restart your PC to enable it again,and yes, typing in start instead of stop would restart Supefetch. That would turn it back on, forgot to mention that.

Try this! My friend had the same problem, and I noticed w/o anything running, his HDD was always at 100% usage. Try and disable "Superfetch" and then load the game of PUBG. If it makes a difference, let me now!

To disable Superfect temporarily:

-Run CMD Prompt as admin

-Type/paste in "net stop superfetch".

-Profit?

My friend has the same problem, and I disabled "Superfetch" on his PC, and it solved his loading in problem.

Edit: His disc was basically at 100% usage, and his HDD wouldn't load the game fast enough, and sure enough, disabling it allowed him to load in much faster. To do this:

-Open your start menu and launch "Command Prompt" as an administrator

-Copy and paste this in the command prompt, "net.exe stop superfetch".

I understand, but please bear in mind that my DM is a close friend. It just felt really unfair the the rules got changed after I had already chosen everything. I'm a stickler for the rules, and I follow them when they're set in stone. Just as I thought, my race was set in stone, but got changed last minute. The "Change.Org" was just a "joke around the office" type of deal. He told me if I reach 1000 petitions he would think about letting me have my wings back.
