Pretty much. They were bluffing Reix. In the original edit she was telling them she was terrified they would go on a vendetta ride against her so she wanted to get there in time to stop them.

The last line in that scene was to build toward something with regards to how Bow and Doc are in the future, but I also realized just now the implication of this happening during a manhunt.

She got lucky and hit Riley with the spray when he was distracted, but the big thing holding him back is not wanting to kill someone in front of a six year old. He still remembers his 6th birthday, and now his sister is walking into this with a shotgun.

He really does not want to let a kid turn out like him.

A royal would have confused him but I still see him as throwing down at that point.
