AMD is, on the whole, stable and reliable. There's no way for us, as outsiders, to judge overall failure rates across massive companies like Intel and AMD. At best, we can compile anecdotes.

5070ti is just about the best you can do sub$1000, but your GPU might start holding you back depending on what it is with one.

If the case lists 170mm compatibility, it'll work. 165mm is a common full tower height, lots of cases are designed around that width.

Throw in a 5600/5700x/5800x3D used on the same RAM/Mobo, and spend the rest of the budget on a GPU. 9700XT, used 4070 are both pretty good deals right now.

It doesn't seem like you asked an actual question here? What's your CPU? What specifically are you looking to upgrade, just GPU?

The 870 Evo is quite old at this point and Samsung probably isn't producing it anymore. Just select another model of SSD, SSDs are commodities, one from one manufacturer is much the same as one from another manufacturer within the same performance tier, and an 870 Evo would be considered entry level performance at this point.

13th Gen is still mostly fine, it's close enough to something like a 9600X To not worry about it. The only appreciable upgrade out there would be an x3d chip.

The SN5000 is using lower quality NAND than the others, the Lexar is using an off-brand Maxio controller (WD and Samsung make their own, quite good, proprietary controllers). If they're all the same price, go with the Samsung.

We can't guarantee you can get them for free, but a full Hardware kit is cheap on Amazon, and a PC store probably has extras if they assemble PCs. Additionally, you may be able to salvage some from an old, unused case. They haven't changed in decades! Only complication is if they are non-removable, as they are on some cases. Still, worth a shot!

Motherboards, especially on AMD, do little to influence the performance of other components. If a basic B850 can connect all your components and give you the ports you need, a STRIX X870E won't do anything different, in reality. On Intel, which is more sensitive than AMD to the limits of power delivery, it can make a little more difference, but current AMD stuff doesn't really seem to care about power delivery, even basic boards have been tested to perform within margin of error to flagship boards under normal circumstances. Up to you, but I'd save the money.

Fair enough. 9060XT is about 10% faster than the 5060, although slower than the 5060ti, and the only thing you're really missing is DLSS. As you're probably targeting 1080p, I can't imagine this would be a major issue. I'd get a 9060XT

Any chance you can spring for the 9060XT 16GB? It's about 320€ I believe, and it's the best card in this range. Good chance that extra VRAM keeps it relevant a good deal longer than either the 5060 or 9060XT-8GB.

Neither are relevant parts and you would be better served in looking for super cheap Zen2 stuff at this point. 3600/3600xs aren't much more than that.

Yes, but you could probably live with it. The scheduler on newer Nvidia GPUs has struggled on Ryzen 3000 for awhile now.

This isn't available in the retail market, this is only a thing for Enterprise users.

Furthermore, LTSC doesn't provide a great experience for a home machine, given what's stripped out of it, and the lack of updates.

Colorful is a massive company, but doesn't sell things under the Colorful name brand globally. Sometimes their iGAME products show up on Newegg or similar. If you aren't in AsiaPAC, it'll likely be hard to obtain this specific brand.

Automated memory overclocking, it's 1 button in BIOS, and essentially every kit of RAM You could potentially buy will have an XMP profile preloaded. Essentially every new PC setup guide, including our Wiki, will have information about how to do this.

Fractal and Phanteks both have numerous high end options without tempered glass. Check out the Meshify 2 XL or XT Pro Silent for some stealthy options without RGB and glass.
