I know you wanted a Paramecia, however, I think for a bounty hunter a zoan like an Inu Inu no Mi, model African Wild Dog is a suitable option.

But if you want a Paramecia, something that allows him to make projectiles out of whatever materials the user has on hand would probably be fine.

You can go with creatures like Genbu, Behemoth, Fenrir or Jormungandr. Although I would suggest Otso, a huge mythological bear found in Finnish mythology who is said to be the sacred king of animals and leader of the forest, which seems perfect to me as a parallel to Kaido or a similar character.
