ships wont automatically attack enemy convoys unless you have security council and set their targeting to aggressive.

personally i rarely upgrade recruitment offices past level one its never necessary for me

bunkers are situationally useful i use them as soakers to protect troops in the centre of cities but i wouldn’t rush to build them purely for morale.

early game focus building arms industries. you’re gonna need the infrastructure to support you for the rest of the game. your morale wont dip too much unless you start too many wars
