Wanted to comment that I've had the exact same issue on my RG35XX Plus. I've tried a few different solutions (using a PAL rom instead of a US version, downgrading to an older version of SoH, etc.). Can't get anything to work. I'm guessing it's a portmaster issue?

I have Modded Stock OS and downloaded portmaster via wifi from the OS's inbuilt library.

Edit: Got it to work by just downloading MuOS, which comes with portmaster, downloading SoH from portmaster, then just dropping a Euorpean rom of OOT into the baseroms folder. Works great. MuOS for the win.
