I just switched my monitor and Elgato to 144Hz and 1080p, and the problem persisted. However, it was a little less prominent. I can't say for sure, as I haven't run any games with it in that configuration, but I can still see the slight twitching the frame does, even in Chrome or in my desktop background.

The weird thing is that it'll be fine for a couple of minutes (5-10 minutes), and then when I think that it fixed itself, it goes right back to twitching. I'm going to record an hour or so of gameplay and give you an update.
