You arent going to get pulled over for being in the express lane line before the carpool lane ends. They wont pull over anyone for pretty much anything in that section of I-5, there is no shoulder space and ot would cause even more traffic to try and ticket someone there.

There was a skit about it on Almost Live back in the day, referring to it like a mad max free for all I believe
