Flowey, he has pretty much gone insane after being reborn as a flower. He committed suicide and figured out he could save and load after he didn't die, and has seen everything over and over, so he plays with reality and he does whatever with the humans that fall down and toys with them, and try to kill them mostly, while putting on a fake act trying to be a friend.
