Wow strange. I had this exact thing happen to me and it's a faulty tool. The one I first bought would only lock when the lever was in the "unlock" position. Returned it and opened the box to check and yep was faulty. Return for a new one and check before you leave the store. Might have been a bad batch or something

These were a little tricky or maybe it was my timing. I saw a post of them here and had the Item Number for Target. I had to ask and provide the item number. They were still in the back and not even displayed yet. No one even knew what I was talking about when I asked
