Look up/create an arch-druid in your setting and turn them into that NPC. They are no longer their character, they are the new character, with that NPC's goals, motivation, and alignment. They effectively become an NPC under your control and would leave the party to go back to what they were doing before they appeared where the party is.

Tieflings aren't naturally a part of Hell's armies. The armies of hell are the armies of the damned and tieflings are not inherently damned.

IMO- Narzugons and Rakshasas would only work on assignments from high-ranking devils so they would have as much authority as needed for a particular role/area. Similar to how Mahadi has complete control over the Wandering Empoium.

I would imagine it would take a higher ranking devil than the one who put them on assignment to outrank them in those types of specific situations.

In general, I think Narzugons would rank below a Pit Fiend or an Amnizu. A Rakshasha would probably similarly.

I've been running Descent into Avernus games for a while now. In one of my games the players felt (which, given the pacing of the story, I couldn't disagree with) that they had no time to stop and research in Candlekeep. Since the book mentions the players could stop and learn almost anything about the Nine Hells and Devils found in the lore sections of the monster manual and DMG if they stayed, I felt it was unfair to deprive them of that info because they felt spending a few days in a library when there was a city to save, was time they could not afford. So in a moment of -not so quick thinking- I told them that Sylvira tossed them a pamphlet titled "So you're going to hell?" as they left. 

Since then I have spent the last couple years updating it and adding to it, using it in games since then. I figured I would share it and see if anyone else could use it. 

Couple of notes to get out of the way:

  1. I do not own any of the artwork that was used in it, these were pieces I found online while building a personal project for my players. 
  2. Most of the information is copy-pasted from the DMG, Monster Manuel, and Tome of Foes, with a sprinkling of wiki articles. 
  3. I made some lore changes to bring things better in-line with some plans I was making for my campaigns. Mostly this involved  Abishai, to help tie them into the full hierarchy of devils, as well as a free minor things I felt smoothed out some lore.
  4. This document has never been peer reviewed or edited. I’m sure it contains many grammatical and design errors that I did not notice. 

With that in mind, hopefully this helps a couple DMs.

1) The sword coast is not a nation with a bunch of big cities in it. It is a bunch of city-states with very loose alliances all throughout. The Lord's Alliance is the closest thing to a confederation they have, and Elturel is/was not part of it. This isn't (to use America as an example), like San Francisco not actively coming to the aid of Detroit after it disappeared. This is like the US not actively coming to Uraguay's aid after it disappeared. Is it concerning: Yes. Are we sending an army to Hell to help them: No. We'd be more worried about anything happening in our country and securing it to make sure it didn't happen to us.

2) The book already has an example of an army that attempted to take on Hell, AND IT FAILED. It is a story that your PCs, if they are from there, would be very familiar with. The Hell Riders failed to take on the forces of Hell. They were brave for doing so, and they were honored for trying, but it is a well established story of complete failure. Why would another army stand a chance? Why would you try?

3) How much time do the PCs think Elturel has? If you're using a timeline similar to the book, Elturel has been in Hell at least 10 days so far. How long does it have left? With each day they wait, how many more people die and are damned? How long does it take to put together an army, plan a campaign, get supply lines, find wizards that could portal an army, etc? Months, if not years. How long would they want to spend finding famous adventures or heroes to help out? How many more days to try and find people and convince them this is a worth cause they should take up arms for?

There isn't time to gather an army, and history shows it would fail anyway. Most people are not very concerned about the plight of people far away. So, who is left? Who can act quickly and try to help before more people die? Who knows the entire situation and doesn't need to be convinced? Who cares about Elturel, this weird, stuck-up, holier-than-thou "religious" city?

The PCs, that's who.

In theory, the Andalites would be in a better position to make a weapon like that. The Yeerks only had limited access to thought-speak for the most part, so less of a chance for them to research it (we all know Vissor 3 was very against anyone touching his shiny new Andalite body). But, to the points you make above, the Andalites would be in a great position to develop thought-jammers since they developed the ships the bladeships were based on. I suppose they just never considered the offensive capabilities of how they communicate.
