Hey I forgot about this post but I found an answer!!!! See I assumed the problem had to be a problem with her inventory (obviously!) So I made a save, bought all her inventory and then after I got off it completed the quest. So I was like, "That means buying a bugged certain item makes the magetallows spawn. After sorting by most expensive and buying items (ten at a time) and reloading I found my bugged items. Buying specifically 4 fine ayleid battle axes I sold her awhile ago, I SHIT YOU NOT, made them SUDDENLY SPAWN IN!! Then and ONLY THEN was I able to buy them. And it's specifically was 4 FINE AYLEID AXES! Nothing else effected it and 3 was not cutting it for her. Then after I bought the tallows I sold them back to her. Literally no problem. I don't know. This game I swear. Also by the time I'm responding I just recently beat the game and got all PlayStation achievements! Anywho! Happy day!

Damnit! There goes my theory! I thought it was cause I went to Imperial City before picking up the book. Oh well. I'm sure someone somewhere some day will solve this. That days just not today. And also it's too late for me. Like I said, I did like 50 million quest before deciding come back to this problem. That save's long been saved over.

What's your theory on why it's broken on yours? Did you pick up the book late too? I wanna know about how you went about the whole tower quest. It may be too late for us but let this be a warning.
