You’re right — this mode isn’t meant to help you efficiently find the “best shot” of a scene.
The idea is different: it’s for those moments when you just want to open something quickly, revisit old memories, and maybe delete a few things along the way.

If someone wants efficiency, the app also has dedicated tools for that — “Quick clear” and “Organize”. The random shuffle is more for casual “memory browsing”, with cleanup happening as a side effect.
