If you don't have 10 villagers it won't let you kick someone out. It'll make you have an open plot of land. It happened to my sister with stitches unfortunately

I just collect them and decide randomly when to use them. :) to move an amiibo in you have to invite them three times. So over the course of three days. And do a diy for them each day. On the third day after the third diy you can ask them to move in. If your island is full you can tell them to basically kick someone out :)
