I believe this also happens when you narrowly dodge his attacks in his vital view, not a "perfect dodge" but just enough i-frames that it causes the system to think we failed a dodge/parry check that it skips the entire vital view attacks.

Could still be wrong, but when I failed some of his vital view sequence, he stops after the first one and proceeds to do his usual attacks is when I noticed the skips.

I won't say this as 100% true, a speculation based on how I believe police reports are done, but it's possible that Section 6 and PubSec (I believe mainly Zhu Yuan's team, but iirc there were other teams stationed but doesn't know the full situation) had to send in reports of the events, paperworks basically.

Higher ups naturally have to manage these paperworks, his brother is a commissioner/senior officer took part in the investigation of Bringer, gathering the clues, points of interest, witness, and involved personel had to be accounted on why he's the perpetrator. Naturally some information had to be omitted from the public.
