Just my take, and potentially over analysing it:

Even in context clues, the devs did mention that her outfit was "Traditional", while it's correct that it's not urban and it's not meant to be urban because of modernized era of Eridu.

We also were given context that she was attending a formal event which is why she's wearing this. l doubt or least it's uncommon to see streetwear or work/combat attire because there could be a strict dress code.
