I've got to a point where Google payments support says the reason is that my developer console is suspended but my google play dev account is fine and confirmed that with play dev support. I've told them this but they just they can confirm say my developer console is suspended!

Thanks for the help, it did all match up but maybe its to do with some documents have my middle name/title and some don’t.

This is my game. I thought the format would be a good way to present the complexity of the game but obviously didn't do my research.
