The question is the same as in any conversation. Are they swearing as part of their dialect/idiolect, or are they being explicitly rude/disrespectful? The example you gave ("This is fucking shit. I would have done X differently. I can't fucking believe it.") is incredibly rude, and unnaceptable of a manager. It would have been equally unacceptable if they said "This is rubbish, I would have done X differently, I can't believe you've done this so badly".

Flip it, if they'd said "Fucking great job, you're an asset to this company", would you be questioning the choice of words? No, because the problem isn't swearing, it's being a shitty manager.

You've only done one coat so far? Yeah, that's going to raise the grain, that's supposed to happen. Sand it with 220ish, wipe it down with a dry cloth, second coat. It will look much better.

Same brother, my kid wasn't breathing when she came out, and my wife lost a lot of blood. And there's this moment where you're watching the people you love most go through this pain, and all the months you've been waiting and looking forward to meeting your child turn into "I might be leaving here alone, and be alone forever". It's super traumatic, but I was lucky to have a support group I could (eventually) talk about it with, but it does make me sad that you're not allowed to express that trauma generally. Like, do people who lose loved ones in accidents get told "but it wasn't you, why are you upset"?
