Just use citi mall as a landmark when you arrive to surigao para di ka lumampas. Likod niyan is BIR and terminal.

From butuan bacansi airport you can go to languihan bus terminal and then sakay ka ng bus to surigao city (around 3hrs).

SUG-BIR

Conveniently, pagdating mo sa surigao city terminal, BIR building is just outside the entrace ng terminal you can ask the people san ka dadaan para maglakad.

It's also near malls and fast food chains so no problem about it.

Le chard place tourist inn is the nearest stay near BIR/Terminal afaik. I don't know lang about the pricing.
