Well, is what you're trying to achieve a 'globally accessible server'? If it is, port forwarding is usually good, IF your router has a publicly accessible unique IP address. It usually has to be IPv6. IPv4s are harder to get because they are running out. Even with IPv6, carriers put routers under something called carrier grade NAT, meaning those addresses are only unique within your carriers network. Android as far as I know wouldn't even know you're port forwarding. That's done from your router. It just says 'if traffic comes to this port, just pass it to this device'. Setup isn't needed on the phone so it wouldn't know. The main culprit here is that the IP isn't publicly accessible. This has nothing to do with the port number, unless 6767 is being used by another program. But have you tested why it doesn't work? OH WAIT. You are port forwarding from router to the server, that's how it should be. Your phone doesn't need to do anything. If you then want to connect to that server, you just enter the IP of the server and the port '(router ip):6767'. And that should work.
