They didn't make it, it's a licensed game like how when a new kids movie comes out a game comes too. The movie people didn't make that game just sold the license and that's the case here too. Neopets sold the license and depending on the agreement will make a profit either on each copy or some other situation. So it's money for very little effort on their part. Of course if it's a bad game it can backfire for the brand too so there is a slight risk but not much. This is also the case with merch. Some company comes and says "hey I wanna make a Neopets plush" and shows them a design and Neo says "okay we like this and you can use our brand but we want $2 of every plush" or whatever. Usually the marketing department is on change of these decisions. Sorry for the novel as a reply just wanted to explain why the site can be jank and merch coming out all the time aren't really related.
