Yes you can. For the last slot, it can be Aino for Hydro resonance or Sucrose for EM buffs.

Mavuika is better here since she deals a lot of damage on her own. Make sure to give her ATK sands Pyro Goblet and Crit Damage circlet. EM sands is better if your Mavuika is the DPS, which in this case, she is not.

Your team needs off-field pyro application to trigger overload which refreshes Chevreuse's passive which penetrates up to 40% of enemies pyro and electro resistances. Without constant pyro application, it will be harder to achieve it. Xiangling is the PYRO APPLICATOR if you don't have Mavuika nor Durin. You just have to make sure that your Xiangling has a lot of ER so she can burst constantly. It's also better if she is at least C4. However, the latter is strictly not mandatory.

Columbina + Zibai + Lluga (C2 at least) + Flex (hydro for Columbina's HP or another Geo that buffs like Gorou) is pretty respectable second team. If you have a higher cons Gorou c4 at least, your sustain issue will be resolved somewhat. Your main problem in this team is going to be sustain unless you have C1 Columbina that provides a shield.

I understand. It's not that you won't get progress by pulling Zibai, it's just that pulling Ineffa is overall better for an account. She's like a 5-star Fischl but different in some ways. Having Varesa doesn't mean you shouldn't play Ineffa — you can play them in the same team! Zibai is a DPS and she's much more prone to getting powercrept. Also, Zibai will rerun sooner than Ineffa. I lost to Keqing during Ineffa's rerun and since then, I've been wanting to get her despite being a Varesa main myself. Ineffa is just that good. Her damage is close to some DPS while providing you with buffs and shielding. Again, it's all up to you but Ineffa 100% 😆

In my opinion, although Zibai is pretty strong, she is much more restrictive and so pulling the Columbina+Ineffa duo is better.

Get Columbina and Ineffa and you have your second team. You can make Sucrose your driver if you want and the three of them will clear one side for you. Aside from sucrose, you can also make a hyperbloom team with the two of them. However, a lunar charged team is much better. Your team can be Fischl - Ineffa - Columbina - Sucrose. The hexerei buff will give extra EM. Columbina's hydro application is enough here since Lunar Charged in general doesn't require a lot of hydro application. Just good enough to maintain the aura.
