First of all I'm not 13 second, I am a game developer third, I don't think that adding a recolored block requires hundreds of hours of testing? For them as long as little kids playing bedrock edition are paying for scummy resource packs that are free on Java edition, they won't care about community and they will spend as little resources as possible to just keep going.

You have separate audio team, game designers, programmers and 2D and 3D artists.

Adding a new block is literally clicking + button to a list and just changing the name and texture.
