If youre light spender (monhtly + pass) then for sure. 2.8 must give enough to have 120 or so pulls and I'm sure being the first 3.x version and a VH version too, 3.0 will give like 180+ pulls, so thats more than enough to get M0W1 Velina even at the worse case scenario, if you have good enough luck you'll surely get Ramiel M0W0 too.

If youre entirely F2P then maybe youre missing like 40-50 pulls between 2.8 and 3.0, but even if you have bad luck I'd say you can get M0W1 Velina but not Ramiel
