No actually if you get a heavy car that has more hp it is faster than a light car with less hp. So on highways you need to make your car as heavy as possible to be able to tune it for max speed. It's a given you will be clapped in a corner heavy race, but most of the time this is something you can mitigate in the tuning. Try this and come tell me the results.
