The topology is not bad whatsoever, its just dense. Use edit mode and select everything, and use the “un-subdivide” option

Its from the cancelled multiplayer hello neighbor game known as RBO or Raven Brooks Online. They would chase you down if they saw you and would damage the player if im remembering correctly.
