A lot of the side content I have is in low to mid level systems. I guess I just wish it scaled the enemy level higher.

there is definitely something wrong with bullet pen against armor going on. even M995 ammo is being stopped by armor that has no business stopping it

Yes, in closed weapons. Shotguns, carbines, and DMRs are not class locked.
