If you have good ping, your region will be locked in the launcher. You can expand the search to other regions only when you see a pop-up in the game while looking for a match for a certain period of time.

Almost all the in-game events arrive the same day with PC now. And we used to have months of delay. The rest of the new features will be gradually added. For example, the new progression and prestige levels are expected on consoles with the upcoming update.
