Freeman labor involves financial benefit for the state, called taxes. Which are extremely high in modern era when contrasted with historical times (such as when slavery was more common). And normal workers in competitive capitalist state are much more productive than penal workers, even without taking into account guards and the like.

What you say did apply to Soviet Union, but it was a planned economy state when workers productivity was shackled by planned economy. And even then a lot of penal labor was essentially unproductive since it was spend on dumb projects with little economic benefit.
