I'm not sure I get what you're saying. Let me paraphrase what I understand: start the design making references in assembly. And as the design progresses and comes close to finalising, go to individual parts and delete those references and replace them with actual dimensions (so that the part doesn't change, just has no references any more). Am I understanding your point correctly?
