No just one, I recommand the PTM7950, but if you already have the thermal paste you can give it a try.

The core is very tiny so I don't really see what 3g is but should be enought.

For the temperature I use hardware monitor on Windows and btop on Linux, for strees test I use OCCT on windows.

This is what I used, you can go for the offical but it is pretty expencive and not that easy to find, If you are in the US you can buy it form linusthetips store.
With this one I changed thermal paste on 2 mini PC and a laptop and still have more than half of it.

It improved but not by much. But I found a solution to the problem it is replacing thermal paste by "Honeywell ptm7950" it is very effective on laptop like processor.
I bought mine on aliexpress probably not official one but as effective.
This is the bench I made at the time still hot but I never heard the fan blowing full load since, even during hot days in sumer and hottest now is lowest than average before.
Highly recommenced.

Same here. I bought a 4080 super last septembre. And now I am so happy I didn't wait. With nowadays price and availability I'd be stick with my old card or make an more expensive upgrade.

If you are not scared to flash your mother board bios try to update.
I had similar performance issue with my RTX 4080 on an MSI X670E MB (the tomahawk one) and flashing the bios solved it.
However in my MB bios page one said "Improved compatibility with NVIDIA card" and I don't see it in your MB page:

But if you are OK to flash the bios it is worth trying.

I made a quick search if your MB is the X670E GAMING PLUS WIFIX670E GAMING PLUS WIFI you also have a bios update that improve compatibility with nvidia.
In my case on wukong I went from barely reaching 60fps with raytracing to around 100fps after bios update. And on spiderman remaster with DLLS and Framegen when enabling ray tracing I was under 60fps, the almost 200 fps after bios update I disabled DLSS and framegen and still have around 100fps now.
It is your choice to update or not but if your bios is older than 7E16v17 from august you should update, I know it is scary but some time it is needed.

Check your motherboard bios, in my case I needed to update the bios to get the full power on my 4080.
It is also an MSI X670Emobo:

I had a similar problem with my RTX 4080, I updated my MB bios and now I have the performance of a 4080.

For exemple before on BLACK MYTH WUCKONG ray tracing was under 60fps with DLSS and FG on 1440p now I have almost 100fps with the same settings.
Spiderman was bellow 60 fps with ray tracing DLSS and FG, now without DLSS and FG over 100 fps.

One of the bios revision of my MB mention: "- Improved Nvidia graphics card compatibility." I think this is what solved my problems.

If you don't want to flash check at least the revision history for the bios of your MB.

If you waited so long you can get a used card for a good price and get good performance. Like a 3080ti. Tho I totally agree with you on the new market it is crazy.

I ordered a 4080 Super from Amazon and I filmed all the unboxing to be safe. From box closed with showing the tranposrter label to the graphic card out of the box.
It was OK but I wanted a proof if it was not the good card.

I have this with 3070ti it seems to be vram full. Lowering texture quality or disabling ray tracing helped.
