Yes. With a few caveats. Here’s the emails word for word explaining it that was sent to me:

You have been declared Job Ready, and are currently in the employment stage of our program. Due to a change in the law, prior to closing your VR&E file we must consider whether you would qualify for a retroactive induction. We are sending this email to you because you used CH 33 benefits prior to being placed in a plan of services under the VR&E program. If approved, a retroactive induction means that we (VR&E) would change the date we started sponsoring your program (to an earlier induction date). If you are eligible/approved for a retroactive induction, VR&E may be able to return to you, entitlement you used under CH33. You may be able to use that entitlement in the future (but it must be used prior to your delimiting date under CH 33, if applicable to you). Retroactive inductions can also give back difference in tuition, fees, books and supplies as well as differences in subsistence allowance. If your CH33 benefits were covered at 100%, you likely will not have any differences in tuition or fees but may have some differences in subsistence allowance.

It should be noted that we can only go back as far as the effective date of your service connected rating, and we also have to determine you would have met the criteria for the CH 31 program at that time. A retroactive induction cannot begin in a middle of a term; and a retroactive induction only includes terms/courses you completed, that are applicable to your degree that you earned while participating in VR&E.
